The reason for this is simply that business owners lack the time that is required to understand the process, sure registration is easy, but DNS and forwarding settings can get to be too much for the average business owner. So, web companies, IT professionals and other service providers often times handle the domain work for business owners as a service to help move things along.<br /><br />As far as true ownership goes, the law is usually on the business owners side should he/she decide to move to another provider, however, this depends on the domain, what it says and how it's been used. We manage domains for a lot of customers, we consider our role simply as stewards of the domain while we are managing it - we do not claim ownership.
